feat: update ethereum dUSD dLEND interest curve

Summary

• add a dedicated Ethereum mainnet dUSD borrow curve with 3% at 0% utilization, 7.5% at the 80% kink, and 30% at 100%
• set the Ethereum mainnet dUSD dLEND reserve factor to 0%
• add a mainnet Safe rollout script that deploys the new strategy and queues both the reserve factor and rate strategy updates in one batch
• include the generated mainnet deployment artifact and migration entry for the new strategy
