Use throw() for OCLC++.h and noexcept for OCLC++11.h OCLC++.h now has no errors (aside from "#pragma once" warning)!
No more compilation errors for OCLC++11.h!

I just managed to fix the syntax and compilation errors in OCLC++11.h as well (the fixes have already been pushed to this PR). |

The errors in OCLC++11.h still need to be fixed, but I'm opening this PR so that the syntax-error-free OCLC++.h can still be merged. A separate PR will be opened on this branch once OCLC++11.h is free from syntax errors. I may push further changes to OCLC+11.h to this branch while this PR is still open, but I would still like for this PR to get merged anyway, since I still plan to open a separate OCLC++11.h PR (as aforementioned).
