Runs AI-powered code quality analysis on every pull request targeting main, posting inline comments and GitHub Checks annotations via the qualops action.
Brings back the todowrite tool that was removed in the MCP refactor (9a7b8fa). The tool is always available alongside MCP tools, uses an in-memory store per agent run, and has no item limit. Tests cover store replacement, empty lists, and toModelOutput routing.
