Problem
The existing Welcome workflow uses the removed hyphenated inputs with actions/first-interaction@v3. GitHub reports the accepted v3 inputs as repo_token, issue_message, and pr_message, then fails because issue_message is missing.
Fix
Rename only those three input keys to the official v3 names. Message content and permissions remain unchanged.
Verification
Note: pull_request_target reads the base-branch workflow, so the Welcome check can remain red on this repair PR until the fixed workflow is merged.
