some plugins we are currently using still require python 2, the previous version bump started to cause issues and for the time we revert to using python 2.

issues upstream are resolved - closing for the meantime. Can be reopened if issues surface that can't be resolved |

Some plugins we are currently utilzing in our CI/CD pipeline are not yet python 3 compatible.
This change reverts the version bump to fix current occuring issues
