Changed the referendum time-frames and thresholds.

Would you mind laying out your initial thoughts on this in pro vs con form? Its an interesting idea for sure. |
If we look at the voter participation on BP elections, which is the only form of voting we can measure at the moment, we will see that only 25.7% of the total EOS stake is being used to vote, and this has been achieved after countless efforts to engage the community to vote and it has taken us 4 months to get to that number. In this sense, it is hard to think that we will get 15% of votes on a governance issue that most stake holders are not as passionate about as voting for their favorite block producers. This situation could make it really hard for changes to actually be implemented. I also believe that 120 days to carry out a referendum is way too long if measured with other "soft-forks" and "hard-forks" processes that take place on other chains or with political referendums and elections that occur in the "real world". I am sorry I didn't exactly give you an answer in the "pro vs con form", but it is hard for me to think of a negative point for speeding up a tedious and bureaucratic process of 120 days. But I am open of course to others pointing out the "weak points" of this proposal. |

I can see a risk of having the thresholds lowered to the point where we won't have "adequate" time to inform the voters on the topics in referendum. Its a balance of having enough time for people to find time in their schedule to inform themselves and vote. I can see a situation where some big wallets could get together and potentially successfully pass a proposal if the thresholds were dropped from 30 days consecutive to, say, only 7 days. I see sister chains as being the major test subjects for a lot the proposal ideas and then mainnet adopting it once we see it in action elsewhere. |
Changed the referendum time-frames and thresholds, thus speeding up the process and making it more achievable.
I leave this here for the community consideration.
