increase ghost cells for terrain_blanking #2199

Increase the ghost cells used for the terrain_blanking multifab and also specify the number in the subtraction operation. This is necessary because of the immersed forcing operations. Without increasing the ghost cells, you can get unphysical results if terrain (or buildings) happen to be right at the edge of a tile.
