This changes the reading of mapfactors in wrfinput:
MAPFAC_MY-->MAPFAC_MMAPFAC_UY-->MAPFAC_UMAPFAC_VY-->MAPFAC_VThis should result in no change in the reg tests because we only support isotropic grid projections in which m==mx==my.
