This PR modifies how the
regional averageghost cells are set with MOST. Specifically, the bounding box is not utilized here anymore. Instead the interior cells are copied to the ghost cells. TheFillBoundarycalls are moved to after the FOEXTRAP step --- i.e., the FB call corrects the interior ghost cells that are adjacent to another rank but those not next to another valid box will still have have extrapolated values.
