integrates ESCom to make a real eSDScom, in spite of the unchanged repo name.

This is a Long-Term Support version. Regulatory updates will be included into V5.4 until 12/2024, while the latest eSDScom version (at least one per year) will receive those adaptations plus enhancements/improvements. This should help software companies which do not want to include all changes every year.
