The binary-size workflow began building LSP, MCP, and multicall release artifacts but retained a budget sized for the CLI-only job. Raise the timeout to 30 minutes and guard the minimum budget with a workflow policy test.

Raises the binary-size job timeout after the new LSP, MCP, and multicall release builds reproduced exit 143 on consecutive main and pull request runs. Adds a workflow policy test that preserves enough budget for every tracked binary.
