Promote public release 2026-04-22

Summary

• promote the public-safe release surface from abbudjoe/fawx main into fawxai/fawx
• include the reviewed Swift app slice now allowed by the public-promotion guard
• keep public-only sanitization: public repo URLs, public-safe author metadata, and no llama-cpp-sys reintroduction
• remove the public ghost llama-cpp feature cfg path so the workspace validates without unexpected-cfg warnings
