the way dialogue options work is that sometimes, they'll have conditions built into them.
the stuff in the double angle brackets (here, <<v[1] > 0>>
) is a boolean. if it evaluates to true, the dialogue option will NOT be shown. if it evaluates to false, it will be shown.
v[n] is referring to a variable. you can find the list of variables here.
for example, <<v[1] > 0>>
means "show this dialogue option if it is loop 0 (if the current loop number is not greater than 0)".
