Code Review

This pull request cleans up the web-dev-config-file.md page by removing a redundant title and an author byline, which improves the page's structure. Could we add a header here saying this is available starting in the November (whichever number that is) stable release?

@kevmoo, sort of. I've added the act.await-dev-pr label. But, on the day of the release, I or Parker goes through the draft PRs and releases them as appropriate.
