Code Review
This pull request cleans up the web-dev-config-file.md page by removing a redundant title and an author byline, which improves the page's structure. It also correctly adds the page to the side navigation. I have one minor suggestion to maintain stylistic consistency with other documentation pages regarding the use of em-dashes.

Could we add a header here saying this is available starting in the November (whichever number that is) stable release?
