UISAUTHCOM-81 Increase default timeout for role mutations

Purpose

• Increase the client-side timeout for role mutation requests so duplicating or creating roles with a large number of capability sets is not cancelled after the previous 30s timeout.
• Centralize the timeout value into a single constant used by all role mutation requests (create / update / duplicate / delete).

That long synchronous requests are a temporary measure; these will be refactored into async/background processing in a future change.
