This commit seeds a new development branch with the files in the tip of the same branch from robot-code-2024 and robot-code-2025.
I've added the WPILib Flywheel_BangBangController and CTRE Phoenix6 VelocityClosedLoop examples to our prototype_projects tree just to illustrate how new projects should be added there and since they will likely be useful this season. Both build cleanly with 2026 WPILib.
Complete the Repos ReadMe, adding information on expected branch usage.
Adding a project based on CTRE's velocity control example to drive the fuel transport mechanism in the 2026 FRC robot.
