Multi-stage Dockerfile builds bin/seed-agent into a thin debian-slim runtime image. No HTTP port — pull-worker only consumes Neon and emits stdout BPB lines for the audit-watchdog. Workflow publishes ghcr.io/ghashtag/trios-seed-agent:latest on push to bin/seed-agent/** or workflow_dispatch. Anchor: phi^2 + phi^-2 = 3

Prerequisite for deploying ADR-0081 seed-agent to Railway. Adds Dockerfile.seed-agent (multi-stage, minimal debian-slim) and .github/workflows/build-seed-agent-image.yml publishing ghcr.io/ghashtag/trios-seed-agent:latest. No Rust code changes — only build infra.
