This PR refactors how we handle AI checks within the query builder as well as the spans tab specific query builder.

These changes setup the query builder so that we can toggle AI features from the query builder level, rather than throughout various parts of the query builder. As well, I've added the genAIConsent field to the Organization type, and am grabbing and setting the value in the search builder context, so that we can render conditionally the AI consent flow within the search bar.
