[workshop] Add node: Reach Across Repositories with Agentic Workflows

Adds workshop/27-cross-repository-workflows.md, a new core-path node teaching learners how to configure cross-repository.read in workflow frontmatter so their daily-status workflow can report on multiple repositories in the same organisation.

Extends 26-manage-costs-and-budgets.md (previously an open leaf) with a forward link. Updates workshop/README.md to include the new node in the curriculum table.

Primarily serves enterprise learners who need org-wide reporting across multiple repositories — aligns with the enterprise tie-break rule for equal-value candidate nodes.
