Fe design w marketsurrogates

Addresses issue:

This PR brings all working files for implementing FE case study with a multiperiod formulation and market surrogates.

Summary/Motivation:

These files were running with Pyomo 6.5.0 and IDAES13.0.
Pending work for these models include:

• updated them to run with the latest versions of Pyomo and IDAES
• update the integrated design model to use the latest that is in the repo (i.e. https://github.com/gmlc-dispatches/dispatches/blob/main/dispatches/case_studies/fossil_case/ultra_supercritical_plant/storage/multiperiod_integrated_storage_usc.py)
• check for sweeps and runs for the FE case study and their respective surrogates
