Create the branch based on DISPATCHES main (2024.9.12)
Add a 'paper' folder
Put the wind-battery paper result in it.

@adowling2 I created this branch (based on the current DISPATCHES main). I created a paper folder and put the results of the wind battery paper in it, including all the data and codes/notebooks to regenerate the plots.
