Multi-Cloud CI/CD Deployment for gno.land via Rancher

This PR is for a formal grant proposal to create infrastructure automation and CI/CD pipelines to deploy gno.land across clouds using Rancher and Helm (AWS, GCP, Azure).

The objectives of the project are to further simplify and scale gno.land deployments by:

• Creating Helm charts and CI/CD pipelines
• Expanding multi-cloud support with Rancher (EKS, GKE, AKS)
• Adding observability (Prometheus, Grafana, Loki)
• Enhancing local development experience for validators and active contributors

• GitHub Actions workflows for complete CI/CD
• Monitoring stack with alerts and dashboards
• Developer-oriented local cluster configuration (k3d, kind)

• Public repository of reusable infrastructure tools for the gno.land ecosystem

The scope of the project is planned for 7 months to cover detailed weekly plans, milestones, and JIRA-style breakdowns. See README.md for the milestone table.

    GitHub and AWS integration, improving deployment, CI/CD pipelines, and monitoring
    Helm charts for Gno cluster deployment
    Improving the testing pipeline and CI/CD
    Enhancing the local development experience for validators and developers

I recommend updating the read me to reflect the current priority because it is not clear from the repo.
