Code Review

This pull request introduces a new template for Go pull requests, which is based on the one used for adk-python. The template is well-structured and covers all the necessary sections like linking to an issue, describing the change, testing plan, and a checklist. I have a couple of suggestions to improve it further. One is to use a relative link for the CONTRIBUTING.md file to make it branch-agnostic. The other is to add a newline at the end of the file, which is a common convention.

Do you have an Ai policy yet? Would be good to link that directly, next to the CONTRIBUTING.md

If not, a TODO would be good if you agree it's useful to add to the list at the end

The hope is that the growing clawd spam on GitHub will read it and see if they are allowed before attempting a PR, and make sure it is easily available at their most common touch points with repos.

side note, it's unclear to me if @ryanaiagent is a real person or a bot run by a maintainer, it appears to have elevated permissions for the repo, the handle implies automation
