Support OpenTelemetry 1.39

I see bbdf0ea contains:

  "opentelemetry-api>=1.36.0, <1.39.0",  # OpenTelemetry - keep below 1.39.0 due to current agent_engines exporter constraints.

I couldn't find any other discussion about this.

It only relaxes google-adk's own direct <1.39.0 cap. But google-adk 1.15+ transitively pulls opentelemetry-exporter-gcp-logging (via google-cloud-aiplatform[agent-engines]), and THAT package also caps OTel <1.39.0. Was wondering if that is being worked on as well @sanketpatil06

main already supports OpenTelemetry 1.39+: pyproject pins opentelemetry-api/-sdk to >=1.39,<=1.42.1, so the <1.39 blocker is gone. Closing as resolved.
