The default changed [in time for `actions/setup-java` release 5.5.0](actions/setup-java@6c4d4a5). We are [on 5.6.0](https://github.com/google/guava/blob/ad1aebcf6df97a3e7b1965e8b58746228f150233/.github/workflows/ci.yml#L44). I [noticed this yesterday](#8627 (comment)).
