This simplifies block conversion for dealing with state elements. Registers with multiple RegisterWrite operations are transformed into single RegisterWrite registers in the register legalization pass. Also: * Cleanup the codegen metadata a bit. * Remove the unnecessary "__" prefix on state registers. PiperOrigin-RevId: 764052993
