Code Review

This pull request removes aiplatform.v1 from the ExcludedServices.json file. This change will re-enable the API client generation for this service, which was previously disabled due to a failure tracked in b/462033382. The change is straightforward and correct.

We cannot do this yet, not until the generator with googleapis/gapic-generator-csharp#930 is out and referenced in

declare -r GAPIC_GENERATOR_VERSION=1.4.29
.

You should do both in the same PR actually.
