fix(operator): add extract selectors to gateway in openshift-network mode to fix fine-grained AuthZ

What this PR does / why we need it:
This PR add the logs.auth.extract-selectors flag to the gateway when running in the openshift-network tenancy mode. This fixes the fine-grained AuthZ workflow for the openshift-network tenant. It is backwards compatible because previously all the users were being assigned clusterwide privileges
