## Pre-Action Safety Gates & Token Telemetry

- **Pre-Action Approval Gates:** When an agent encounters a high-risk tool call (cloud deploy, production DB edit, paid dispatch), set agent state to `blocked` using `herdr agent signal --state blocked --reason "<reason>"`.
- **Token Telemetry Overlay:** Formats prompt turn token counts via Tiktoken (`cl100k_base` / `o200k_base`) on stdout: `[Token Telemetry] 📥 In: <count> | 📤 Out: <count> | 💰 Cost: $<usd>`.
