This commit restores the Simplified Chinese.lang file to the higher 9.3.1 language file version from commit d4f9d1d, correcting the issue where it was overwritten by the older 8.17.0 version in a newer commit.

In commit a85e522, Simplified Chinese.lang was mistakenly overwritten with the lower 8.17.0 version. This PR attempts to fix this issue and updates the language file version to 9.5.0.
