Improve ModelOutputHandler docstring (#33)

* Update ModelOutputHandler docstrings

* Remove pre-commit mypy checker

The hubverse_transform package is not mypy-friendly, due mostly to
the use of the cloudpath library. Until we make that right, let's
remove the automated mypy static checks.
