Pull Request Code Review

Overview

Adds a template with standard reviewer checklist, which documents the review for an USGS official software release.

Summary of Changes

  • Adds a markdown template containing the reviewer checklist.

Peer Reviewer Expectations

  • Modify as necessary, but we want to keep this fairly generic so that it can be used with other projects. If you already have such a template, then close this PR.
