Bumps react version for dev and peer dependencies. This is line with the guidance on React migrations here: https://backstage.io/docs/tutorials/react18-migration
Fixes a test that failed due to React and testing-library bumps.
Bumps prettier to 3.6.2, in line with dependabot.
Bumps backstage/cli to 0.34.3 per dependabot. Bumping this and running `yarn install` causes `yarn lint` to fail. To make it work it required following the steps in the jsx-transform-migration [page](https://backstage.io/docs/tutorials/jsx-transform-migration/). Importantly, the compiler option of "react-jsx" requires React 17 or higher, so we updated the React dependencies to account for this in a previous commit.
Bumps backstage/plugin-catalog-react to 1.21.1 per dependabot. This is the first prod dependency bump in the PR.
Adds a resolution for sha.js to 2.4.12 per dependabot. Bumping the dependency that uses sha.js doesn't move it to 2.4.12 or above, so we add a resolution to ensure it moves beyond 2.4.11.
