#### Context
Ruari is an education researcher for a large education charity in California who believes he has identified a large contributing factor in the performance differences seen in
high school students for the math and science fields as being tied to the state of science lab facilities in elementary schools. He believes that by funding the upgrading of
science and computer labs in low income areas, targeting kindergarten through 5th grade students, not only will you see an immediate increase in student performance in these
areas but it will have a great impact on the students eventual performance later on in their schooling.

While trying to figure out how to fund his idea, Ruari stumbles upon a new California State Educational Impact Bond Program which is designed to give researchers the ability to
test their theories in practice, utilizing measurable increases in student performance to allocate funding to programs and ideas that are able to demonstrably show success.
Looking over the outcome states, Ruari sees that projects are funded based on a set of criteria which include, for each student affected by a given project: semester to
semester grade increases‒tied to their report cards, and end of the year test scores‒as submitted to the state by each school. Projects participating in the program will not
receive any data about individual students but rather summaries based school-wide data. Additionally Ruari sees that while grade and test score increases form the foundation of
the outcome payments, you can also receive increased payments based on different levels of improvements the students show‒e.g. one grade improvement gets 10$ per student, two
grades 15$ per student, etc. He also finds that he is allowed to specify project scope via fields of study the project is expected to affect‒e.g. science and math in this case.

Finding all of the outcome criteria acceptable Ruari registers his new project with the California State Educational Impact Bond Program and decides that the best way to test
his research would be to utilize the funding to incentivize the local companies who deal in school equipment to upgrade the labs in the areas his research has identified having
the highest likelihood of showing success. Ruari’s organization sets up what they are calling the New Labs Initiative Impact Bond, and have published an outcome payment
structure where they will pay companies who front the investment cost of the lab upgrade as the project begins to receive its outcome payments from the state at the end of the
first year of the project, which is when it becomes eligible to receive its first outcome payments.

Ruari has structured this sub-bond with set outcome criteria as a function of both number of students serviced by the newly upgraded labs and the location of the school
services so that higher rates of returns will be paid if the schools serviced are in what the outcome funding group has defined as schools in areas of “highest need.” In
addition to these specific outcome criteria, he has also set a series of meta goals for the project as a whole where companies who have upgraded large percentages of schools in
an area will be able to increase their share of the outcome payments..

Once he and his charity have finalized their structure, Ruari approaches several companies in the local Los Angeles region and gets buy-in from four which agree to start
upgrading the schools per the bond specifications. These companies take on the upfront capital investment costs of the upgrades which, when completed at a particular location,
are evaluated by both a school administration representative and an auditor from Ruari’s organization. Both the representative and auditor presents the company with signed
verification that the school was updated to the specified standards. This signed verification is submitted to Ruari as proof that the company completed the lab upgrades per the
specifications of the group. Once done, Ruari submits a claim to the state program that his project has completed their goal for the specified school and the state adds the school to Ruari’s project index.

After the first semester of the project, Ruari was able to get a total of 100 school upgrades representing a total student population of 10,000 students. He is able to view the
outcome summaries for the schools his project submitted as “upgraded” to the California Education Impact Bond Program and his project receives their outcome payments based on
how the students at the schools who received lab upgrades over the previous summer performed. Before Ruari and his organization can take their cut, the outcome payments from
the state are automatically distributed to the companies who funded the initial lab upgrades.

At the end of the first year, since the involved companies saw a good return on their investment from the outcome payments, Ruari is able to get more buy in and expand the
program to the rest of the state as companies who handle school supplies in other cities become interested in the program. Eventually Ruari’s organization is able to use the
data collected through the California program to expand to other states and nations.

We should separate the role of investor vs implementor, as this reduces conflicts of interest. Impact bonds would typically have capital market investors. In this user story, the companies doing the lab refurbs would more likely borrow the capital from banks against performance-based contracts for future outcome payments (which usually include at least a coupon value premium and often also include an additional incentive payment for performance).

The way bonds are structured, the capital investor/s take the financial risks on their capital principal for whether the outcome payment is released or not. The implementor may have at-risk the performance bonus.

Financial returns on investment, which could include a coupon premium, performance bonus (though this is often passed through to the implementers), share of Impact Tokens generated - which is interesting in contexts where these tokens are tradable because there is demand and liquidity, or specific rights that can be accessed through owning the tokens (eg data access)

This will allow for the project to have flexible outcome payments which should enable companies both small, who may need to receive the ROI as soon as possible for their revenue stream, and large, who can whether the revenue hit until they finish a batch of projects, to both take part in the project.

This scenario of 'flexible outcome payments' would not be typical for a bond instrument.

Distinctive requirements would more likely be

  • Standardisation of measures
  • Standardisation of evaluation methodologies
  • Controlling access to sensitive information, whilst providing assurance that claims and verifications of these claims are valid
  • Sufficient information in the claim resources to assess the nature of the outcome and/or beneficiary

Assertions are not necessarily made by 'witnesses'. For instance, a beneficiary may make their own assertion that they are 'ready to pass the grade'. Independent academic assessment tests this assertion and a qualified authority (the examination body) makes an assertion of the academic performance grade which has been achieved, based on test results

Impact Tokens are transferrable across chains and metadata can be accessed across chains. For instance, the metadata may be written to a confidential storage chain, whereas the NFT is minted on another chain
