Issue#187

I added detailed instructions on how to install the Pycharm IDE as well as to use github to fork and clone the repository. I also included some instructions on how to commit and push changes. I added this because I believe it would be helpful for users in this course to get used to doing things on their local machine while they learn the language because they will have to do so if they continue working with python after completing the course. However, I did make sure to clarify in both the name of the file and before the instructions begin that they are not required to use the course.
