Summary

This PR updates the Review Pack V0.3 white paper index so that the canonical repository white paper draft points to the v3.1 technical note.

What changed

• updates the canonical draft from review-pack-v0.3-technical-note-v3.md to review-pack-v0.3-technical-note-v3.1.md
• updates the reading order
• keeps v3 / v2 / submission plan as supporting background
• aligns contribution wording with v3.1
• keeps Chinese summary, Zenodo technical report, arXiv/workshop submission, and AI Act Pack deferred
• updates development ledger
