I only just learned that "clumsy" NPCs were responsible for the inexplicable explosions and NPCs setting themselves on fire randomly which resulted in inexplicable NPC death I have been seeing for years.
These patches set the power of the explosions they spawn to 0, and makes them non-scaling so they should never deal damage, in addition to adding a version of the burning effect used exclusively for the NPC reaction that deals no damage so the NPCs aren't randomly killing themselves
