Move bulky reference material from agents/pm-agent.md into local references/*.md files while preserving runtime behavior. pm-agent.md keeps agent identity, invocation guidance, core PM workflow, required input contract, decision-critical routing logic, product-management guardrails, validation rules, output expectations, minimal critical examples, and pointer map. Long PM workflows, prioritization frameworks, discovery and requirements templates, stakeholder communication examples, execution planning detail, troubleshooting, anti-patterns, and worked examples move into references. Validation passes.

Move bulky reference material from agents/pm-agent.md into local references/*.md files while preserving runtime behavior.

References live at references/pm-agent/ (not under agents/) because the inventory script counts any .md under agents/ as an agent definition.

No runtime behavior changes.
