Final repository narrative sync after the context-budget / reference-extraction campaign. Changes: - README: clarify the placeholder clone-URL convention. Adoption guides remain placeholder-only because the public-safety scanner refuses personal GitHub handles in tracked files. - CLAUDE.md: command count refreshed (89 -> 92) from regenerated inventory. - docs/INVENTORY.md: regenerated via `make inventory`. Reflects post-campaign state: SKILL.md total lines dropped 47,124 -> 31,539, reference docs 45 -> 49. No runtime behavior changes. No safety, scanner, validation, MCP, hook, or branch-protection guidance weakened. Validator-required count strings (`**209 skills**`, `**243 agents**`, `6 path rules`) and the MCP table preserved.

Final repository narrative sync after the context-budget / reference-extraction campaign.
Updates public-facing docs so README, context-budget docs, inventory, and pointer files reflect the current architecture: compact CLAUDE.md kernel, lazy-loaded commands/skills/agents/references, public-safety validation, and the campaign status of practically complete (~95% by impact).
