Upgrade nginx proxy http version

Description

We need this for istio integration, since Nginx is defaulting to 1.0. Istio complains and asks for http version upgrade (status code 426)

How Has This Been Tested?

Error goes away on my cluster after testing this with a local image. Would like to merge this so I can test with our normal images.

I would suggest we try running this on a local cluster to see if it works correctly.
