This is because recent versions of Snakemake use tempdir, so everything (including the main process) needs to use it as well.
This ensures it's always created, even if bigwigs are not created (which otherwise cause them to enter the DAG)
- use fully-qualified `:::` for accessing lcdbwf pkg functions - fix function and argument names in tests

Now that GitHub Actions has been out for a couple of years and the allowed cache size is now 10 GB instead of 400 MB, time to try #238 again.
