Anniversary Update Update

With this release the monitoring now works with the Windows 10 Anniversary Update!

Instead of using Open Hardware Monitor's WMI provider now the program uses its web server to get the data.

Also the configuration is done in a JSON file for simplicity. Thank @dn0z!!!
