This reverts commit f9ca963.
Low the level of notification and raise PanelPopup. It's will cause lock's notification will not show, and waiting for refacting lock to solve this problem. Bug: https://pms.uniontech.com/bug-view-284425.html

fix: change notification's layer for notification
