Callers pass 'secrets.ATTIC_TOKEN_PUBLIC || secrets.ATTIC_TOKEN_CI'; the environment gate makes the public token win exactly on master jobs that enter public-cache. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
