Update stack.yaml to work with recent GHC, and an unreleased critbit version that also works with recent GHC.

Meanwhile postgrest has migrated from configurator-ng to configurator-pg, so from that point of view this update is no longer necessary. |

Once critbit PR haskell/critbit#93 makes it to hackage, this change should allow building the package with current GHC releases. In particular, it might help people trying to build postgrest.
