Update to Python 3.10

Also added nox to run the pytest under the following environments:

• Django 4.0.10 + Python 3.10
• Django 4.0.10 + Python 3.11
• Django 4.2.27 + Python 3.10
• Django 4.2.27 + Python 3.11

Updated Github Actions to test all the environment above.
