Refine menu bar quota spacing

What changed

• render reset timing with the same adaptive white label color as the percentage
• increase both line heights and the primary percentage size
• lower both baselines so the two-line quota uses the full menu bar height
• bump the app to 0.8.5 (build 17)

User impact

The secondary reset label no longer looks disabled or gray, and the percentage no longer leaves an obvious unused gap underneath it.

• two signed local builds were captured and compared against the neighboring two-line CPU menu bar indicator
