Implement storage infrastructure for async uploads and user quota tracking.
This PR establishes the
upload_queuetable for resilient, retriable storage writes and thestorage_usagetable with helper functions for deterministic, auditable per-user quota accounting, foundational for upcoming sources-first ingestion and strict quota enforcement features.
