Defer Feature Unit FU-112 and update release documentation to reflect its deferral to v0.3.0.
FU-112 (Storage Infrastructure - upload_queue, storage_usage tables) was found to be explicitly deferred in
release_plan.mdsection 2.2 with the reason "Don't optimize throughput before confirming adoption." This PR updatesagent_status.jsonto mark FU-112 as deferred and removes it from Batch 0 inexecution_schedule.md.
