Synchronize ARSAS 1.6.22 release evidence and FAT notes

Cleanup after v1.6.22 publication

• synchronize landing/latest.json to the verified v1.6.22 stable release, including exact installer/portable SHA-256 values and sizes
• publish bilingual v1.6.22 FAT release notes for smart binding, time-sync evidence, remote COMTRADE/FileDirectory evidence and durable latest-record reporting
• fix post-release synchronization ownership so .release/published.json remains owned by release-windows.yml while the sync workflow owns the public landing record and independent release-evidence branch
• extend the release visibility polling window and rebase before any generated landing push to avoid the publication race observed during v1.6.22

Why

The v1.6.22 binaries and GitHub Release are already successfully published. The original documentation sync began in parallel, exhausted its five-minute release visibility window roughly 25 seconds before publication completed, and on retry collided with the release workflow's verified-publication commit. This PR fixes that housekeeping race without modifying the released binaries.
